[Businessmtg] Beginner Packets

This was something that was previously voted in by the business meeting to
implement. At this point, it should either be an active program, or it
should be dropped, because it was already decided to be implemented. Since
it languished, we need to decide its fate.

If the business meeting decides that it should be an active program, then
we can toss that over to the committee to incorporate suggestions on how it
will be implemented; but right now the business meeting needs to discuss
(and possibly decide) on the continuance or abandonment of the program.
